Adding other language dictionaries for passphrase generation

This hit me today when going thru some passwords to update because report says they're weak/leaked: it would be nice if we could add other dictionaries for other languages (like pt-BR in my case) when generating passphrases, instead of only using English words.

The word list used to generate passphrases is hardcoded into the clients, so it's a bit outside of our control. It's a long requested feature in the Bitwarden Community forum though.
