Hello, posting here because I've had a support ticket open since Saturday with no response and I'm trying to escalate a critical issue.

Since Saturday, my workflows have been hitting the following error:

Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.

I've since tried deleting every artifact from every workflow in the organization and also adding a budget for both Actions and Packages storage, with no effect on the limit and workflows still continuing to fail:

I am unable to perform standard pull request workflows because of this and there is no clear way to resolve the issue. I cannot wait 7 days to be allowed to submit PRs again.

I have the same issue. I did a cleanup of my artifacts a few days ago. Also, I modified retention policies, so older runs would be deleted automatically. However, after more than 3 days, I am still getting:

Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.

In addition to this, the retention limit doesn't work either - older runs are not being deleted.
