This has been inconsistent for a lot of people. The PR review feature is still being rolled out gradually, and it occasionally disappears at the repo or org level without any change on your side. The timeline in this thread (gone in March, back March 24, gone again April 3) confirms it's not your config, it's the rollout behaving inconsistently.

Two things to check: first, go to your repo's Settings > Copilot > Code review and make sure the toggle is still enabled there. Second, if you're in an org, an admin should check the org-level Copilot settings to make sure nothing got reset.

If both are still enabled and the reviewer option just isn't appearing in the PR assignee list, it's almost certainly a platform-side availability issue. Watching the GitHub changelog is the best way to track when the rollout stabilizes.

Tagging your account or org type here would help too. The feature has had different availability windows for Free vs Pro vs Enterprise plans during the rollout.
