Claude in GitHub Copilot Agent repeatedly fails during file creation/edit and gets stuck in a Creating file / Evaluating loop. The logs show gpt-4o-mini requests succeed, while claude-opus-4.6 hits net::ERR_CONNECTION_CLOSED in editAgent flow.

This is not a normal user error or prompt issue. Repeated retries waste paid usage and provide no actionable recovery path. Asking users to switch models is only a workaround and shifts the reliability cost onto paying customers.

Expected behavior:

• failed agent file operations should not silently loop
• network/tool-call failures should surface a clear error
• failed attempts should not consume paid usage as if the feature worked
• model-specific instability should be acknowledged clearly in product messaging
