Create github action for pinning chrome version

Summary

This creates a github action that we can use to pin the chrome version in the event that issues arise with using the latest version.

Occurred changes and/or fixed issues

• Create "Install Chrome" github action
• Replace custom "Install Chrome 143" steps with the new action

Technical notes summary

We have a history of needing to pin chrome to specific versions in CI. Including this action in the project will make it easier to pin the version when required.
