This is a partial backport of PR #136820 that synchronizes the CI shape but skips adding UBSan as it's not set up in Python 3.13. The motivation is to keep the CI infra as close as possible across branches to reduce likelihood of conflicts in future possible backports, while not adding any new behaviors to said infra.
